Submission of customs declaration of diplomatic merchandise

Who shall submit a customs declaration of diplomatic merchandise?


Foreign diplomatic missions, diplomats and administrative employees of foreign missions wishing relief from customs duties on importation or exportation of goods shall lodge a customs declaration of diplomatic merchandise.

Where and how can the declaration be lodged?

 

By e-mail

A customs declaration of diplomatic merchandise confirmed by the digital signature can be lodged to the Estonian Tax and Customs Board by electronic means. In this case, the customs declaration of diplomatic merchandise shall be sent, after its approval by the Ministry of Foreign Affairs, to the e-mail address of the customs office of location of the goods.

Submission of supporting documentation

In addition to the declaration, the following documents shall be submitted as well:

  • the documents concerning the consignment of the goods and
  • the documents certifying the acquisition.

After the verification of the declaration and the additional documents, the official of the Estonian Tax and Customs Board shall indicate the number in the declaration and approve the declaration by his or her digital signature. The approved declaration together with the additional documents shall be sent back by e-mail to the person who has lodged the declaration.

At the customs office of location of the goods

Before lodging the customs declaration of diplomatic merchandise completed on paper to the customs office of the location of goods, the Ministry of Foreign Affairs shall have to approve the declaration.The declaration shall be submitted in a set of three original copies.

Submission of supporting documentation

In addition to the declaration, also the following documents shall be submitted to the customs office of location of the goods:

  • the documents concerning the consignment of the goods and

  • the documents certifying the acquisition.

After the verification of the declaration and the additional documents, the official of the Estonian Tax and Customs Board shall indicate the number in the declaration and approve the declaration by his or her digital signature and with the stamp of the customs office. One copy of the approved declaration together with the additional documents shall be returned to the person who has lodged the declaration. One of the remaining copies shall be left for the Estonian Tax and Customs Board and the other shall be sent to the Ministry of Foreign Affairs.
