Submission of a customs declaration of merchandise for a member of international military headquarters, foreign armed forces

Who shall lodge the declaration?


Members of international military headquarters and of foreign armed forces, wishing relief from customs duties on importation or exportation of goods, shall lodge a customs declaration of merchandise for a member of international military headquarters/foreign armed forces.

Where and how can the declaration be lodged?

 

By e-mail

The customs declaration of merchandise for a member of international military headquarters/foreign armed forces, confirmed by the digital signature, can be lodged to the Estonian Tax and Customs Board by electronic means.

The Ministry of Defence shall approve the declaration in the case of members of foreign armed forces, members of the civil staff of foreign armed forces, members of international military headquarters, and the dependants thereof.

The Ministry of Foreign Affairs shall approve the declaration in the case of lodging the declaration by members of international military headquarters.

The declaration shall be sent, after its approval by the Ministry of Defence or the Ministry of Foreign Affairs, to the e-mail address of the customs office of location of the goods.

Submission of supporting documentation

In addition to the declaration, the following documents shall be submitted as well:

  • the documents concerning the consignment of the goods and
  • the documents certifying the acquisition.

After the verification of the declaration and the additional documents, the official of the Estonian Tax and Customs Board shall indicate the number in the declaration and approve the declaration by his or her digital signature. The approved declaration together with the additional documents shall be sent back by e-mail to the person who has lodged the declaration.

At the customs office of location of the goods

The customs declaration of merchandise for a member of international military headquarters/foreign armed forces completed on paper shall be submitted in a set of three original copies that have to be approved by the Ministry of Defence or the Ministry of Foreign Affairs before lodging to the customs office of the location of the goods.

The Ministry of Defence shall approve the declaration in the case of members of foreign armed forces, members of the civil staff of foreign armed forces, members of international military headquarters, and the dependants thereof.

The Ministry of Foreign Affairs shall approve the declaration in the case of lodging the declaration by members of international military headquarters.

Submission of supporting documentation

In addition to the declaration, also the following documents shall be submitted to the customs office of location of the goods:

  • the documents concerning the consignment of the goods and

  • the documents certifying the acquisition.

After the verification of the declaration and the additional documents, the official of the Estonian Tax and Customs Board shall indicate the number in the declaration and approve the declaration by his or her digital signature and with the stamp of the customs office. One copy of the approved declaration together with the additional documents shall be returned to the person who has lodged the declaration. One of the remaining copies shall be left for the Estonian Tax and Customs Board and the other shall be sent to the Ministry who has approved the declaration.
