Measurement of excise goods

Pursuant to the Alcohol, Tobacco and Fuel Excise Duty Act that entered into force on 1 April 2003 an excise warehouse keeper shall hold a certificate proving his/her competence in providing measurements. The Estonian Accreditation Centre shall assess the competence of the excise warehouse keepers pursuant to the procedure established in the Metrology Act (regulation No 36 of the Minister of Economic Affairs of 29 November 2000). 

The certificates of competence shall be granted, if the measurement process applied by the persons carrying out the measurements of excise goods upon the production of excise goods enable to ascertain the quantity of the excise goods actually produced.

The requirements for the metrological characteristics of the measuring instruments used for measuring the excise goods shall be established by a regulation of the Minister of Economic Affairs and Communication.

The Estonian Technical Surveillance Authority shall exercise supervision over the measuring instruments used for measuring excise goods.
