The authorisation of the use of seals of a special type

The authorisation of the use of seals of a special type (Article 233 (4) c) of the Union Customs Code) authorises the holder to use seals where such seals are necessary to ensure the identification of goods placed under the Union transit procedure.

Requirements for receipt of the authorisation of the use of seals of a special type

(Articles 191 and 197 of the Commission Delegated Regulation (EU) 2015/2446)

  1. The applicant is established in the customs territory of the Union;
  2. the applicant declares that he will regularly use the Union transit procedures;
  3. the applicant fulfils the criteria laid down in Article 39(a), (b) and (d) of the Code.

The application is lodged in the Customs Decision System (CDS) of the European Union.

The following shall be attached to the application:

The requirements for seals of a special type are set out in Article 317 of Commission Delegated Regulation (EU) 2015/2447.

Customs authorities shall take a decision at the latest within 30 days of receipt of the application for a decision whether that application meets the requirements. The authorisation shall be issued or the application may be refused, in general, within 120 days of the date of acceptance of the application (Article 22 of the Union Customs Code).
