The entrances to the Muuga free zone are fully open for customs clearance Mon-Fri from 8:00 to 20:00.
Outside of the specified time, customs clearance is limited.
Entry into the free zone Mon-Fri from 20:00 to 8:00 and Sat, Sun.
- If, when entering the parking lot outside the harbour area, the information board indicates that the vehicle is not allowed to enter the harbour area, then an increased radiation background has been detected.
- The driver must park the vehicle in the parking lot, take the accompanying documents of the goods and go to the INFO booth at border of the free zone.
- The driver must contact the customs official via the video communication device in the INFO booth and present the documents of the goods (accompanying documents, CMR, invoice, radiation practice licence, etc.) to the customs official.
- Instructions for using the video communication device can be found in the INFO booth.
- After checking the documents and verifying that the vehicle may enter the harbour area, the vehicle will be granted an electronic authorisation for entering the harbour area.
- If the necessary documents are not presented to the customs official or, as a result of checking the documents, the vehicle cannot be allowed to enter the free zone, then the vehicle cannot enter the free zone/harbour area.
Exit from the free zone Mon-Fri from 20:00 to 8:00 and Sat, Sun.
- Vehicles arriving from RORO ships are allowed to leave the free zone if permission is displayed on the information boards at the gates.
- Vehicles with the prior written consent of the customs authorities may leave the free zone.
- Ship suppliers may leave the free zone.
Memo for leaving through automatic gates
- If an increased radiation background is detected in the vehicle before reaching the automatic gate, the driver must contact the customs official via the video communication device in the INFO booth, and present the documents of the goods in the vehicle (accompanying documents, CMR, invoice). If no danger is detected, then the vehicle is allowed to leave the free zone.
- If the necessary documents are not presented to the customs official or, as a result of checking the documents, the vehicle cannot be allowed to leave the free zone, then it must remain in the free zone until the opening hours of the customs.
- The driver must ensure that the license plate is legible. Otherwise, the vehicle will not be allowed to leave through the automatic gate and the vehicle will have to remain in the free zone until the opening hours of the customs.

Muuga Harbour is a free zone where all entries and exits are subject to customs supervision and the customs can inspect all goods, vehicles and persons entering and leaving the free zone.
