If, due to an interruption in the customs information systems or a technical failure, it is not possible to carry out customs clearance in the usual manner, fall-back procedures are used. For example, a declaration may be submitted outside the information system (on paper), or the required data may be transmitted in another manner agreed with customs.
The use of fall-back procedures depends on which information system is affected and the nature of the failure. More detailed instructions are available in the document below, “Instructions in the event of interruptions in the information systems of the Estonian Tax and Customs Board”.
